Living in the house is impossible without connecting communications. Centralized networks provide a stable supply of cold water and drainage of waste water. The procedure for connecting to them is described in the Resolutions of the Government of the Russian Federation of 23.11.09 №83. The document clarifies the rules for the provision and validity of technical conditions for water supply. The future consumer needs to collect a standard set of documents. What are the technical conditions for connecting to water supply and sewerage networks

Technical specifications (TU) is a document that is part of the design package. It is issued by the water supply organization at the request of consumers. The document is required when connecting any type of communications: gas, electricity, cold and hot water. It specifies the main technical parameters and conditions that are necessary to connect to centralized communications.

The TU form contains information on the location of the technical connection point, pressure, diameter and material of the pipeline. The document indicates the period for connecting the farm to the network. The technical conditions contain data on the scheme for connecting the object to the centralized water supply and sewerage system. In Russia, there is no single sample of technical specifications for connection to water supply and sewerage networks. They may differ depending on the region of receipt.

In what cases it is necessary to obtain a technical specification:

• Completed the construction of a new private or apartment building, industrial facility.
• Reconstruction of a residential building.
• The object is under construction.

If the owner of the site has changed, the new owner can use the ready-made technical conditions. You only need to notify the water utility. On the basis of the received document, the water utility calculates the amount of payment for connecting to engineering networks. Joining a pipeline without official documents is called unauthorized. Issuance rules

The owner of the site or his legal representative, who has a notarized power of attorney, must submit a package of documents to the organization determined by the local government. Within 2 days, information about the organization issuing technical specifications is issued. Having in hand the address and name of the institution, you can prepare the necessary papers.

In order to obtain the TU, citizens submit a Request, in which they indicate:

• name and address of the applicant (individuals indicate their name and surname);
• planned load value;
• date of commissioning of the object (if necessary).

Attached to the request are:

• certified copies of constituent documents;
• a document establishing the ownership of the site;
• information about the boundaries of the site, a situational plan for the location of objects;
• permission to use the land plot;
• a copy of the passport for individuals;
• an indication of the type of resources that you plan to receive.

For buildings with a maximum load of cold water supply and the operation of sewerage networks, the request is prepared by the local government.It is difficult for individuals to independently determine the consumption parameters. Maximum load calculation services are offered by design organizations.

Procedure

The decree on the provision of technical conditions for water supply says that after the documents are accepted, the organization has 14 days to consider the request. By law, the issuance of technical specifications is free of charge. An organization that maintains engineering networks prepares a document. She may refuse the applicant, referring to the lack of technological connectivity for the new subscriber. If there is a reserve capacity of the resource, the refusal is against the rules. The Federal Executive Authority for Technical Supervision is empowered to check the validity of the refusal.

Legal entities can apply to the MFC to obtain technical specifications. All the described services are provided there at the same time and without payment. Simultaneously with the technical condition, you can request data on the payment for connecting the building to the water supply and central sewerage system. The response indicates the tariff set by the local self-government bodies and its validity period.

One of the nuances of connection - connection is possible only to networks owned by a private person. In official papers, he is called the main subscriber. We'll have to ask for his consent. The technical conditions in this situation are issued by the main subscriber, but must be coordinated with the water utility. By agreement of the parties, they are drawn up by a resource supplying organization.

You should not postpone contacting the water utility with an application for connection to utility networks. Terms of validity of technical conditions

In clause 10 of the "Rules for determining and providing technical conditions for connecting a capital construction object to engineering networks", the issued document is valid for 3 to 5 years. The period can be changed in cases stipulated by law. A period of 5 years is provided for large-scale development of land plots during the construction of multi-storey buildings. After the end of the indicated period, the technical specifications can be corrected. The term starts from the date of issue.

How to renew a document

Extension of the document is necessary if the object was not connected within the specified period (3-5 years). Citizens will need a small list of documents:

• Completed application form for the extension of the TU.
• A copy of the current specification.

In disputable situations, the owner of the technical specification has the right to sue and obtain a decision on the extension of the document.

Connection to communications

Registration of technical conditions is the first step towards providing a house with a stable water supply and sanitation. Next, you need to conclude an agreement with the water utility for connecting to centralized communications. You will need a standardized statement and a list of documents:

• constituent documents or passport of an individual;
• topographic map of the site, made on a scale of 1: 500;
• copy of technical specifications;
• situational plan with indication of objects;
• copy of title documents for the site;
• a description of the purposes of using cold water;
• indication of the properties of wastewater;
• information about the number of storeys and the purpose of the building.

An impressive set of papers will not be required if they were submitted during the preparation of the technical specifications. The opportunity to submit information in electronic form is provided. After the necessary approvals, a contract is sent for signing. The procedure takes 20 days.

The connection payment is divided into 3 parts: 34% - within 15 days after signing the contract, 50% - within 3 months, 15% - the connection acceptance field. The maximum term for technological connection of a consumer is 18 months.
